What is the GUI item on the minecraft GUI highlighted in the picture below?

So i took this picture;
and let me focus on one aspect of it;
I want to know the name of that part of the Minecraft GUI i've checked wikis and youtube and cant find anything relating to that, i did notice that when i disable my chat it goes away. So if you could help me that would be awesome. On a side note, i dont need an answer to this but how would i use that in the Bukkit API (Java).

i think its some cmd or cmd block thing they use

I don't think it'd be considered a GUI item....
It's called the "Action Bar." Bukkit Plugin developers have recently been using this as a way to make server experiences a little more unique (i.e: Hypixel displays coin gains).
Messages can only be sent using JSON text (the stuff that has all the brackets and braces [ { } ] ). In default Minecraft, I'm not sure of any ways to get this to show.

It is possible to access the 128*128 map display so maybe that was editing judging by how the sever looks bukkit.

i think they meant the actual ingame item map but also meant 256x256.. um... here: minecraft.gamepedia.com/Map
