Im planing on making a server in the near future and I would like to ask for donations. The money that is donated will go toward the server costs only and then the people who donate money can get special ranks.

Well. I'm 15 with a paypal. :/ No one's done anything.
But you can ask your parents to get a verified Paypal. They can probably hook you up with one.

I have heard that paypal automatically deducts tax stuff, but I may be wrong.

I believe you must be 18 to make a PayPal account, which is what most people use for easy donations. However, if you asked your parents, they may make one for you. The only thing is that they would then be responsible for all the funds transferred to that account. Assuming your parents are trustworthy and won't touch that money though, it should be fine.
