I'm still new to modding and how it works, so excuse my ignorance. But.
Do I have to have a mod that matches the exact version of my Minecraft or Forge? I'd understand if that were the case, but is it? I've been trying out some mods with Forge and have noticed that some can't seem to be found by Forge when I load it up. Is a version issue the reason behind this?

mods that are for older or newer versions for the mc you are using will cause your mc to crash
you can newer versions of forge to run mods that need older versions, but you cannot run older versions of forge on newer versions
example (these numbers are just placeholders and are not real forge versions)
say a mod needed forge version 3 to run, you could run that mod with forge version 4 version 5 etc but you could not run that mod with version 2 or version 1

Alright, but does the version of Minecraft matter? If I'm using 1.8.9 and I install a mod for Forge to use that's using version 1.6.5 will it not work?
Try following this, its a guide to installing mods in minecraft using forge
