I have a question regarding WorldEdit.
I have very few members that can use WorldEdit on my server. When new people join one of the first things they make is a wooden axe. They keep trying to cut wood but it keeps setting pos1 and pos2 and etc and not cutting wood.
How can I make this issue go away? Is it in the PermEX plugins or something like that?

Yeah it's a permissions error. Make sure that the default group doesn't have any worldedit perms.
Meanwhile they should be able to do /toggleeditwand to turn it on and off
The problem is that you have given them the permission, when giving the permission have you given the group the permission or the player the permission? If so is that group the default group? I can advise reviewing your permissions file and make sure the "default" group has no world edit permissions.

Shortly put, you can't "fix" (more information on why I put the quotations around fix at the bottom of the reply) this without changing the "wand item" in "plugins\WorldEdit\config.yml"
To change the item, scroll to the bottom of the config.yml under the WorldEdit directory in the plugins folder. There should be the value "wand-id" or something of the sort. The default value of the wand is the wooden axe, however you may make it any item you please, whether that be bedrock, or dirt.
In addition, you cannot remove the wand item from being present, nor can you disable the wand. Please note that the wand item will always cancel left and right click when being held by the user, with the exception of when they are looking at an air block.
