So I'm on a server and the staff are thinking about banning me because I use Optifine, which is a "mod" and they said that if I have a slower computer I don't deserve to live on a PvP server. Are the staff right or am I right?

You're definitely right, not the staff. As ZombehPig said, it can give you advantages, but then again if you aren't using them it doesn't matter. Also, you'd be at an extreme disadvantage if you didn't have it since your computer would be lagging so often. I find that OptiFine evens the playingfield on PvP servers.
Depends. Optifine can give you certain advantages over other players, such as being able to zoom in, and control animations and such. Now, on the other hand, Optifine really isnt that much of a advantage. On my server I allow Optifine because every player is very important to us, and we care for them.
