Ok so how do servers updates to lets say 1.7.4 when I know the plugin has not been updated to 1.7.4? Take essentials for example: http://dev.bukkit.org/bukkit-plugins/essentials/files/
Server using this plugin are on 1.7.4 minecraft-mp. com /plugin/essentials/

Just because that is the build it is made for does not mean it wont work. It depends on how the developer made the plugin. There are still 1.5.2 plugins that I use that have never been updated. If you download essentials, it will work on pretty much any version. That is simply the build it was made to suit so if there were any new additions in the newer builds it might not contain all of the bug-fixes.
