Random stuttering when looking around

This just started happening recently. Whenever I "look" around (move my mouse around in any direction), My game seems to stutter every couple of seconds.
+ I have uninstalled Java and reinstalled it, making sure to use the 64-bit version.
+ I have tried different versions of Minecraft and different versions of Optifine.
+ I have tried setting all of my video settings to the lowest possible; the stuttering still occurs.
+ It happens with and without using the GLSL Shaders mod.
I did SHIFT+F3 to see the "Profiler graph," and have noticed that whenever the game stutters, the "display_update" section "jumps" a bit. (Here is a GIF of what I mean; look in the bottom right corner)

I would like some help as to what I can do to fix the problem. Thanks.

My specs:
- AMD FX-8320 @ 3.5 GHz
- EVGA GTX 670 2 GB
- 8 GB DDR3 @ 1866 MHz
- 500 GB HDD @ 7200 RPM
- (I doubt it matters) SeaSonic S12G 450W PSU

TumblrFoxOooooh you mean like that it freezes when moving every once in a while? Thought that was part of the gif. Can't help you with that one then.

That is motion blur, not stuttering. I like the motion blur. I should have recorded vanilllia Minecraft. By stuttering, I meant that the game freezes for a split second.

That's the shader you're using

Some shaders have that feature. I forgot what it's called. If you want it removed, get the same one without this feature.
