Ranks and Upgrades Question

I have a minecraft bukkit server (CraftBukkit 1.7.10 R0-1). I was wondering if there is a way with the plugins that I have to create upgrade signs. By that, I mean if you clicked right clicked on a sign that says UPGRADE TO BUILDER and you are a default user, it would take, let's say, $100 dollars in minecraft money from you balance and upgrade you to a builder. Please tell me how to make this possible, unless it is impossible with the current plugins I have. If there are any plugins to allow this, please tell me. Here are the plugins that I have:
-Essentials (All but AntiBuild)
-ServerSigns
-WorldEdit
-WorldGaurd
