i need a sistem that makes a dropper drop exacty 64 items, ive searched a bit but it seems like i need more than one dropper, is there a sistem for a single dropper?

Make some sort of long pulse (like with an etho clock) that is attached to sticky piston and two observers facing into each-other. If you get the correct timing for the pulse the observers will stay long enough to dispense 64 items.
It could be done fairly easy with mods, such as the 'Timer' thats contained in Projectred :
