PVP is totally turned off for my server but I want to make a pvp arena. When I flag the area with "pvp allow" it doesn't work.
And idea why? Could this be because its off for the whole world?

On my old server, we used Zmod (Izone) to allow people to pvp, breka blocks, gamemode in certain areas.
