I guess Java updated and now none of my resource packs work. Im not sure what to change the packs to either since they are at format 9. Do I have to say 9.3?

I'm having this same issue. I've already tried changing the pack_format to '11' or '12' and I've been reloading the hell out of my pack. Absolutely no success.
I read the update log for 1.19.3 and it was saying a bunch of nonsense related to "atlas configuration files" and "texture loading changes". I don't know if this is the cause of my problem, but if it is, it means MOJANG rewrote the resource pack file structure so texture files can "load more efficiently."

I actually changed the pack format to 12 and it seems to work. I updated the resource packs I made on here and they work with my game now.

Eh, Microsoft, Mojang, they're all the same. I doubt Microsoft would have anything to do with something like resource packs. Did you try your resource pack on an updated world or a world you created on 1.19.3?
Edit: I'm also starting to wonder if Mojang made it so you can't use custom folders in your resource pack for custom textures or models. Like:

→ blocks
→ customitems
→ customblocks

Oh, it was an updated world. I did just make a world with an old seed yesterday and the resource packs look good. But in the creative block menu, the tabs look off.
