Resource Pack on join?

Hey guys ive seen servers have a resource pack upon joining!
But, when i upload the resource pack i like to dropbox and grab the direct link and put it under sever.properties texture pack =. Nothing happens when i join the server, ive tried restarting, reuploading, trying as a .zip and more. please help!
