Resource pack makers
I wanna make a texture pack but I do not know any resource pack maker. Also, does pmc have one?

Most people build their own resource packs from scratch. I'm not sure what you mean by 'resource pack maker' but what I've always done is extract the assets from the .jar file for whatever version you want to re-texture and then use GIMP or a similar graphics program to edit/recreate the assets of the game. Which there MAY be some program out there with a GUI specifically designed for altering resource packs it's unlikely they will ever be as powerful as stand-alone editing programs.
I'm just talking about something where I can get some sort of draw tool and put different colors on the pixels or something that works like a skin maker just for items and blocks
