ResourcePack version

Hi, so im creating resourcepack for my minecraft server, where i have chinise symbols and they are replaced with png. This works perfectly on minecraft 1.16.4 and 1.16.5, but i tested it on 1.12.2 and it doesn work. I have set in pack.mcmeta "pack_format": 3 and on 1.16.4 it works. However my server is based on 1.12.2 so i want the pack function on 1.12.2. I used for testing TLauncher, and i tested 1.12.2 with and without optifine, and 1.16.5 with optifine.
