*SOLVED* Right Click Action?

Hello, I am wondering if there is a way to run a command, on right clicking an item. I want it to ONLY run the command, if it has the name, and the lore that I can set. Is there anyway I can do this? (Any plugins that do this?)

P.S. I would like it if you could run commands as op.
