I want to start recording but i get 30fps while recording and 80fps not recording. could i update my graphics card for something to boost fps? if so which one Operating System

No it's a all in 1 desktop Also if i record in 30fps you can't really pvp
Is an all-in one? As in the actual build is integrated to the monitor? I don't think you can upgrade those, sorry.
They have all-in-one monitors and parts on pcpartpicker. Perhaps they just use specialized parts?

I use Action to record i tried every recorder and they all lag for my and my computer is a desktop...

Anywhere from 0-250$ (Could go over a little bit up 10 300$ but that's where i stop)
Get a desktop. You can't really upgrade a laptop.

Anyway, I don't think you can upgrade the Graphic Card in a laptop, unless it's a special, moddable laptop.
And for the record, 30fps is fine for recording. YouTube only displays videos at 30fps, so having anything higher is generally pointless.

It's not a laptop. By the looks of the CPU, it's an all-in-one (which is just as bad as a laptop though).
Ah, my bad (again), I just saw the "HP Touchsmart" thing, and immediately wondered if it's a normal desktop. I just typed the cpu into Google, and a bunch of laptop pictures showed up.
