Scoreboard will not stay active for minigames.

I'm hoping you can help me with this as no one else has been able too. While configuring many minigames on my server i have this issue. Many of the minigames utilize the scoreboard function within the bukkitapi. However the scoreboard will briefly flash when it updates then disapear again, only to reappear when it updates again then it vanishes again. Do you know what could cause this? I have try multiple builds of craftbukkit as well as spigot. Looked for plugin conflicts. I can't seem to find anything that relates to this issue. I am using bungee cord with 7 servers.
