Basically commands like the timer for the match and the reset of everything when it ends, or like the hiders becoming seekers when they die.
Commandblocks can do a lot but they're also limited to the area of the game (unless you can place them in the world spawn of course). But when it comes to timers and waits and such... then you'd want either redstone (redstone & commandblock usage more than often goes hand in hand) or better yet: a datapack.
