My server automatic texture pack is not working?

Hello recently I made a custom texture pack. I decided that I wanted this texture pack for my server. I uploaded it to dropbox and then I copy the download link and put it in the server.properties. The texture pack will not work. (the link to download my texture pack is in .zip). What did i do wrong.
