I have craeted a new .gif banner and when i upload it, it dosent move and now it wont even change the banner to what I upload please help.

I'm afraid I can't really help you here... but PMC might be having some issues. If not, I might have some solutions.
Maybe you should try making sure the banner is the right size. It may not work if the banner is too big.
The file size may be too big.
Basically, you want to keep the banner pretty small. Do note that PMC has its limits on file sizes and banner sizes.
