We have no idea what is causing this but we really need this server up and running asap.
When more people join (4+) the server crashes with this log.

i wish vanilla crash reports were easy to read :c
either way, if its bukkit or spigot try updating to the latest version, if its pure vanilla try going spigot
and i do see dynmap throwing an error or 2 along with some other stuff so maybe its worth temporarily disabling that and see what happens?

Yeah few minutes after I posted this I figured it out, its java problem, updating / reinstalling works.
all good, forge usually has a cleaner and easyer to read crashlog
Yeah, spigot and paper has better too. This was just the java mess
