Server goes down even though server still runs

For some reason when the server comes up and people join my server and after a while someone leaves they cannot and other people can't join the server even though I am still on the server and other people as well.
To simplify this sometimes people are still on the server but more people cannot join (not because of slots) but cannot connect.

I'm thinking its something to do with your java and its crashing. even though your server is up and its saving it sounds like its crashing for the connection.
