Alright well i hacker recently hacked me. Im not sure how but he got into my console (again not sure how) but changed the password and couldnt log in and griefed my whole server. So i put in the backup banned him and his like 100 accounts and got back into console and changed the password. Later he then ddosed my friend, and got op on my server. I know there is no such thing as force op, but listen I deopped everyone everyone was deopped and i changed console password and email to VERY strong passwords and email. So i was playing 1 day. and he just got * permissions (use groupmanager) and griefed and hacked again. This happened for like 5 days and is still going on. I tried reinstalling every single plugin in case of force op and shit but still, nothing. And Please help me thanks!

Clear your ops.txt and users.yml
If he has access to console, clearings ops.txt wont do anything, the hacker can just re-op himself.
console access and op access have similar permissions. I don't believe it's likely that they have console access, however server logs should indicate which is executing them.

Yep, you probably got a Keylogger. Make sure you have strong Anti-Virus like Malwarebytesand Avast.
Key Logger maybe Could be a virus he has on you computer other than that that is all I can think
