My max players is 125, and they were still trying to join (we had a famous you tuber come on and advertise) Ya'll need to watch some server developing vids.. xD
I've ran servers just fine with a bunch of plugins, and only 1GB of ram. It really depends on what plugins, and how much of the world is loaded.
Servers only use 1 core of a processor. I run servers on my local machine with only 2.5GHz processor, so it really shouldn't be a problem on that computer, just you should dedicate at least 2 GB of ram, so the world has room to load. And the players.

I run my server on 2Gb with about 17 plugins like you.
Optimization is the secret for a clean and stable server. You do not need more ram if only 10 to 20 ppl come.
gtg now, search on youtube and forums, optimization helps a lot.

It say this a lot error: Did the system time change or is the server overloaded. Also Internal Exception: io.netty.handler.timeout.ReadTimeoutException
Ah, the server is getting overloaded, your computer is obviously too slow and doesn't have enough resources to keep up with the server. Again, I suggest either getting a better PC or renting a server from a hosting company, as your current computer doesn't seem to be cutting it.
If 10-20 people come on a day, why did you say I had max 7 players ever? Anyway, that processor is below my processor standards (low standards) I believe that processor isn't enough to run a minecraft server; there are also other factors like your internet speed and bandwith. I'm guessing this server is home-hosted, also if you want any additonal help please give me an error log or something. I suggest renting a server from hosting company, because it isn't really ideal to host a minecraft server on a personal computer at home.
In my own past experience, I learned that creating a home hosted server is not the best solution. I suggest to add a donation plugin and allow people to donate, so you can purchase a hosted server. All you have to do is use enjin, buycraft or any other way for donations, create a paypal account and you're good to go.
Huge servers werent meant to be hosted on home computers.

oh dear mate you really need more g ram for that many plugins. Perhaps if you tell me the ip I can come on and help out a bit if you make me admin
With that many plugins, you will need more ram. I'm building server with ~20-30, and maxed out 10g ram
