When a Server Hosting Website says they will give you a FREE Dedicated IP and a Default Port 25565 does that mean you will not have to port forward the server if you haven't already done it?

Port forwarding is only needed when you are hosting from home. What they are saying is that you get your own ip (for example my server's ip 67.227.19.74) that does not change, and a default port of 25565 means that you don't need to type the port name(for example when you join my server you type 67.227.19.74 and if you did not have a default port you would type 67.227.19.74:12345 for example.
