Is my server host trying to screw me?

I purchased a minecraft server a few days ago. One of the options was a dedicated IP for $2 extra.

my IP address had a port of 25600. I discovered 3 other servers using the same IP but with different ports (25602, 25603 etc)

I put in a support ticket mentioning this and started downloading all my plugins and my worlds in case they get corrupted during the move to a new ip.

Well it didnt take long at all for the new IP and all of my files and worlds were there. It was a lot of files so I wondered how could they do it so fast.

It was a new IP but again with 25600 as port. What really made me wonder was that my dynmap site was still operational and you could see ppl playing. Also on the new Ip the dynmap was operation. Both were active which means my server was still on the first IP and it was still active.

What is going on? Luckily I have a 30 day refund policy so if this host is trying to pull a fast one, then I will be heading to a new host. I will refrain from the host name at this point.

EDIT: Also I can still connect to the old ftp but cannot connect to the new ftp IP
