Unfortunately, you will have to pay a host money monthly. If not monthly, you can do larger intervals such as annually or every 4 months. A very cheap host is Minecrafted. They start at 4$ a month for 1 GB of RAM. It is a very good host for noob server owners or extremely experienced owners. I use this host and I highly recommend it. Although 1 GB is very cheap, the server wont be able to handle too much. I would suggest getting at least 3 Gigs.
If you dont want to pay a host monthly, you can order your own server. The price varies on them, a friend of mine recently bought his server for about 3k and it can hold about 600 people easy.

Dude sorry you will have to pay monthly on every server host and hosthorde.com has a package with unlimited things 24.95 if you want to pay yearly you will have to pay over 100 dollars
