I wouldn't suggest cheap hosts and such, they're very un-reliable and they probably have bad service. personally the cheapest and most reliable host i recommend is http://www.cloudfrosthosting.com

They do have slots,it says recommended players,they change the slot for you,if you want the player slot to be higher,you have to pay an amount,if you want it to be lower,submit a support ticket,if you buy the server the slots it must be there already
