All I know is it happens when a player logs in. It hops around occasionally. I know how to temporarily fix it, deleting the player.dat e.g. delete bubub98.dat file.

Also I am curious on how to add Factions to a 1.6.4 server.
I added Mcore and Factions but it doesn't even pop up in the /plugins command!

Dont forget to reboot your server! plugin folders get added after restart. Did you get factions and mcore from bukkit.dev?
