Server Lag

My server is having a lot of lag recently and I think it's because of our servers specs

Current specs:
8 Cores / 16 Threads
2.27Ghz - 2 processors
24GB RAM DDR3
500GB SATA Hard Drive
1Gbit port with 10TB Monthly Transfer
Linux/Windows* OS
5 usable IPv4 Address
/64 IPv6 Address Block**

So I'm thinking of upgrading to
Intel Xeon E3 1225v2
4 c/ 4 t
3.2 GHz+
32 GB DDR3 ECC ram
2 x 120 GB SSD
200 Mbps Bandwitdh (Unlimited Bandwitdh)
1 Gbps connection


So is this a good upgrade. I'm also just running one big server, not a network.
