Name says it all. My friend can only join when he is connected to my internet. I port-forwarded and everything. Anything I need to do to get it not local-only?

Im using a NETGEAR router, not sure what type, same MC Version, vanilla, the default MC port is opened, and I tried both local ip and external ip. I tried the firewall.
