Worldguard and worldedit don't have anything to do with giving op to players and trust me they don't and can't they arnt permission plugins . Besides WG and WE can be used only by the people if given the node but nothing else . I have experience with Bukkit so don lie

As MinecraftHosting already said, Worldguard has a feature in the config that can remove op from a player when they join. Also, no need to add a sig to your post just to taunt the person your... "correcting". Please do research before posting.
I never stated that, I said that if you want a quick fix either WorldGuard or WorldEdit have an option to take away operator status from players once they join.
I have plenty of experience with bukkit, spigot and both of those plugins as well.
^S
Edit: The documentation on this feature can be found here.

Worldedit doesn't have anything to do with making a player OP honestly its either his permission file or essentials , be sure to remove all ops after you removed the owner with the * op node as default
Hey there!
Are the players in question actually given operator status? (They are in the ops.txt or ops.json file) or do they have access to all commands without being given operator status?
Could you please send us your PermissionsEx permissions.yml file (uploaded on http://pastebin.com/ preferably) so we can check if something is wrong in there?
Incase you need an immediate solution I think both WorldGuard & WorldEdit have the option to take operator status when a player joins, you could give that a try.
Hope this helps! If you need more assistance please quote this message.

acwarn it could be or maybe pex or ucars or last of all i think it is modifyworld
I think you set your op class ad the default class.
Post your PEX file on pastebin and link it here
