SERVER PROBLEM HELP

Hello, Today my server went public and there is some sort of bug that happens every 15-30 minutes. Its where players break blocks but do not get the block. Whenever I reload the problem is fixed. Recent plugins I have installed are Orebfuscator, PermissionsEX, and BOSEconomy. I uninstalled Orebfuscator, thinking that was the problem but its not. I think its permissionsEX but I have no idea how to fix it. So if someone could help me that would be great and I would show my thanks if you did.

If you use /reload with PermissionsEx (or most plugins, really) it will break. You should be using plugin-specific reloads, or not using reload at all.
