Here's some reasons your server is failing:
1.You have no protection plugins other than the automatic spawn protection that comes with your server. This means if you were to make warps of any kind, you would not be able to protect them from other players griefing.
2.All of your warps put players in the middle of nowhere. For example, I was trying to go look at /warp donate and ended up drowning. What if a player really wants to donate, then whey he tries to it just strands him out at sea?
3.Spawn is a 10x10 box that looks like it was made in 5 minutes or less. Seriously, there is not even anything to prevent players from getting killed by mobs or anything inside spawn. (I was killed by a spider)
4.Even though you have donation ranks, half of the commands that should be given to donors are already in the default permissions because you haven't setup your group manager. (Default have: /hat, /nick, /compass, /itemdb /me, /exp, /time, /worth, /seen, etc etc etc.
5.THE PLAYERS HAVE /POWERTOOL which is probably the worst part of the whole thing. They can set that to any command they want, which is pretty much giving out unlimited items and free op to every player that joins your server!
6.In this "raiding server" Teleportations are instant because essentials is not configured properly. Also why players have all default access to so many unwanted commands.

Well the first step into getting people to join your minecraft server is to not rush it yourself. All good things take time Weather that time becomes fortunate or unfortante for you in the process that's just how life goes.
Here's somethings to help you go in the right direction and if you can run a server anyway.
To start with, making a minecraft server takes time and effort, It isn't something you can do in 10 minutes and say your proud to release it.
You need to show players that you have spent dedication, effort and time into your server such as spawn, Spawn is the vital part to your server. No one likes a quickly built spawn that tock 10 minutes to make with problay a lot of problems/sign mistakes.
That just shows you are trying to rush the server in-order to get players.

I joined the server for a minute to look at it and the first thing and probably the biggest thing is spawn, Nobody likes a spawn that is built in 5 mins and that is only 10x10 I would change the spawn up just to start with.
