I decided to try and setup a personal Java server running from my PC/Router. I have it all up and running but my friend cant join who is overseas. I have tried port forwarding and i think i have done it, but whenever i go into Port Check sites it says something like "Error: I could not see your service on ********* on port (25565) Reason: Connection timed out"
My friend has tried joining before but couldnt. Can anyone help me? I am honestly so lost.

If you have never set up port forwarding on a router before, it is all to easy to get something wrong.
The below link is to the website Portforward.com - I have linked you to the routers page, so just look for the fist letter of the make of your router and click on the appropriate letter on this page. Find the router model that is either the same, or closest to, the model you are trying to set up and check the details.

What if i cant find my router on there? Since im from a pretty small unknown country and it has its own router companies and stuff. Unless i could somehow search by the OS itself (RouterOS is the one it uses) then i dont think this could help me.

Usually, if they haven't got the exact model, they will have one close to it, and you often find the setup is very close to what you have on the model you are using.
It sounds like you can join your server from inside your own network. If the server is on a seperate machine to the one you are using as your client, then this would prove that the software firewall and java on your server machine are allowed to communicate out onto your network, which suggests that your server machine is set up ok. This indicates that the problem is highly likely to be with your router setup.
If you are using the same machine as client and server, then if you have a second machine somewhere, a good way to test that things are ok is to try connecting to your server from that second machine. This would elimnate the server machine being the problem.
One hopes that you have left the line :
server-ip=
...... as blank in your server.properties file, i.e. no ip address has been entered. It is rare that you would need to put an ip address in this line. It is best left blank.

Honestly, i still dont understand what i am doing wrong. I have setup everything right and more. Ive tried to search for my router or OS or the ones that are closest to but i just cant find it. I dont really want to use hamachi or anything but at this point i think i am forced to. I might have to try that server-ip= thing but i dont think its gonna fix anything.

As a last ditch effort, most routers have an option to put 1 device (in this case, your computer) into something called the DMZ, which is short for De-Militarised Zone. This by-passes the routers firewall for that one device.
I hesitate to suggest using it for any length of time as the device would be at risk of hackers trying to get into it. However, for a short length of time, enough to tell if your router will let the server be connected to from an external user (such as one of your friends), it might be worth your while giving it a try.
Have a look through your router settings, you will almost always find a DMZ setting. All you do is put the internal ip address of the server machine into the space provided.

If you're using your public ip, and set up the ports properly it should work, regardless of protocol.

- Check that the WAN and LAN ports are both 25565, and
- Check your destination ip address is your server device's ipv4 address (can be found withe the command ipconfig in cmd, if you're using Windows).
make sure firewall rules are set up to allow that port
I believe i have done that already, through the Control panel and firewall right? I did the whole Inbound and Outbound thing both TPC and UDP
