Server RAM help

Okay, so I've made countless servers in the past, however I seem to be having a problem with this one. The server latency is so incredibly high, it is unplayable.
I have allocated 5GB of RAM to the server, but yet, the server only uses about 200MB when it runs, saying that the memory is 99% free. I don't want it to be 99% free and only using 200MB. I want it to use the full 5GB I allocated and get shit done!
How do I make the server like, USE all of the memory I gave it? Can I force it to use the memory?
