I am planning on starting a prison server in the near future, I have moderate experience downloading and manipulating plugins but I never actually bought a server for myself. My problem is that I don't know how much RAM I am going to need to keep the server running smoothly. My prison server will consist of 3 worlds 1 for the prisons another for the plots and finally a world for the ones who choose to become free, and possibly adding nether. At max compasity I dream to have 30+ players but that will obviously not be taking place when I first launch the server or anytime close to it. I will have many plugins heavy and lightweight, including MCMMO, Essentials, Plotme, Anti-Cheat, Guns+, WE and many other plugins to keep my server Fresh and keep the experience original from this prison server. I assume I will need 2-3Gb but I ask that some reasonably experienced server owners could help a brother out and give me a recommendation on how much RAM I will need.

2-3 GB would be fine. If your players are in the same chunks you can probably get away with 1-2 GB, but if they're not, loaded chunks takes up quite a bit of ram.
You can always start out small, around 1-2 GB, then upgrade as needed. Also, just because Java is *using* x amount of RAM doesn't mean it's fully utilized. Unless you are crashing from an out of memory error, you should be fine.
