Server Resource Pack

I own a Halo server with a custom plugin that has a resource pack to turn items into guns and to change armor textures. Previously the resource pack was working fine with a direct Dropbox download using the resource pack setting in server.properties. One day I restarted the server and the only thing I had changed was adding a fixed version of the custom Halo plugin, but the resource pack did not work anymore. If I set it to prompt in the client settings, it will not do anything when I click yes. If textures are enabled, the client gets stuck on the downloading texture pack screen and will not unfreeze the player until they click escape to cancel the download. I have tested the link and it is a direct link, and I have tried re-uploading it to dropbox for a new link. Nothing seems to be working.
