Server Resource Pack Help

Hi all, I am using a server resource pack for my server. I'm not sure if the server-resource-pack option (in server.properties) works or not, but I'm not even using that portion for my players to download the pack. I'm using the ResourcePackDownloader so that I can have a command associated with it.
So, here's the problem: When I insert the link to my own pack, and restart the server, etc. the pack downloads in-game, but it doesn't change any textures, yet when I upload faithful 32x32 1.8, everything works fine. I'm well aware that the issue is my resource pack, but I'm wondering what exactly needs to be changed, in order to get this feature fully functioning.

Server/Client logs would help a lot. Does it work outside of the server? (In single player)
Also try using it without the plugin and see if it works, its a long shot but might be worth it.
