SERVER RESOURCE PACK NOW WORKING! NEED HELP IMMEDIATLY!!!!

I cannot get my server resource pack to work! The pack works when i use it in singleplayer.
I have server resource packs enabled.
I am using a direct download link, on dropbox. It has ?dl=1 on the end.
It is a zip file.
When i logon to the server is says "Downloading resource pack" and goes from 0-100% VERY FAST.
But then there is no resource pack.
