I play on "Alarada Fantasy" server. It have server resourcepack, which adds custom images instead of different symbols. When i download this resourcepack, symbols just become invisible (vanilla) or become rectangles (with optifine). I cant use chat, tab, settings menu, i cant read items descriptions and names...
The administration of the server didnt help me and said it is because my computer is weak. But i cant afford a new computer right now. Maybe you, guys will help me with this problem. Configuration of the computer: Intel core i7-3770, Nvidia Quadro2000, 16gb ddr3. Version: 1.19.4, 1.20, 1.20.1 (i have tried all this versions).

What that looks likew to me is that your computer doesn't have the typeface/font the resource pack is trying to access. (Or the pack can't find it.)
I don't see how that would be related to the 'weakness' of a computer (other than tangentially if newer, higher-end computers are incidentally including a more extensive default typeface/font pack).
If you can screen shot the synbols used when they work, you may be able to find the typeface/font (or something very similar).
Alternately, you could look through the resource pack you downloaded for the name (and expected location) of the typeface/font it's using
