Server Stress Issues

Hey,
I work for a factions server, and recently we have had a boost of players, who make
extremely large bases with Generated walls. On other server, water and lava flow 3x - 4x faster then my server and the generation of the walls its self is extemely fast as well. I was just wounding if there is a server setting or plugin or jar that changes these mechanics. thanks
