Server Texture Pack

I have a server texture pack set up on my server, there's no problem with the setup and such since all the players are able to use it if they click "Yes" for the server texture pack download when they first log in. But recently a friend joined the server and without knowing what the question was, he clicked "No" and now he can't use the server texture pack. We tried all different things with no success.
- Went to Options>Video Settings>Server Texture Pack: On
- I deleted his Player.dat file found in the world folder

Without the texture pack, everything we build looks different and weird to him. Please Help!
Note: He doesn't want to download and install the texture pack from the internet since he'll have to change his texture pack to the one he downloaded manually.
