Server types/gamemodes

Hello Everyone!
I need all of your help. Let me explain first. I've been helping my friend with his server lately, he made the server gamemode survival-PVP, which barely has players on. I told him we should try a different gamemode (factions, kitpvp, skyblock,etc.) but he doesn't know what to do since he doesn't want to raise the player count higher than 18 players for now since it costs money, which he doesn't have at the moment.
So my question for all of you is what type of gamemode do you think we should do?(if you choose this question, please take in to consideration that its a small server) or what is your favorite gamemode?(to help us understand which gm has the most popularity).
