This seems like an overall great idea. Remember though, it would be a very difficult concept to do as it is something that has almost never been used before.
I like the idea of having it a modern-style Roleplay. I suggest using the same plugins as any standard roleplay server, just modifying them into a Modern-Feel. Such as making a "Peasant", a "Unemployed", and a "King", the "President". etc.
As I said, I think this is a great concept, and I honestly see a large amount of potential.
By the way: Tekkit, it gives it a more modern feel.
