Servers memory usage

Anyone know how to reduce a servers memory usage ALOT? I have tried running the server without any plugins, emptying the log files, etc but It still says it is using 85-99% memory. When it gets to high it shuts down... Any suggestions? If it helps my server is 46.105.254.164 and is hosted by redstone host.
