My servers spawn is glitched

Whenever anyone new joins the server or someone does /spawn they cant go more than 30 blocks without being teleported back to the spawn point.
One person also reported not being able to exit their faction home without being teleported back there.
I have deleted and reinstalled essentials, worldborder and factions and the problem continued while they where deleted and when reinstalled.
Operators on the server don't get either of these problems.
The server also has mcmmo but i cant see that being the problem.
How can I fix this?
The server is hosted by daddycheese.
