If you're using the plugin PermissionsEx on bukkit.org, I recommend using EssentialsX.
The PermissionsEx you find on Bukkit.org has not been updated since 2016, so EssentialsX should work perfectly, coming from my experience.

essentials can't-do this, you will need a permission plugin.
Essentials can in fact manage your permissions. It has limited features and possibilities however.

I've emptied and disabled mine since I'm using PermissionsEx.
Like I said you don't have that much features and I don't recommend using it for larger servers but it's there.
You can also configure certain permissions further on in the config.yml file like ''per-warp-permission'' ''enabledSigns'' ''disabled-commands'' ''permission-based-item-spawn'' and more.
