Setting up a Tekkit server [HELP]

Hey guys I'm trying to setup a tekkit server on a windows server box using multicraft CP. I'm at my wits end here trying to do this any and every way possible. I have already wiped the server and downloaded the tekkit_server_3.1.2 files. Please be aware that this isn't a self hosted server with pf or hamachi. I am renting a server from a host. My host offers no customer support and will not set tekkit up for me so its up to me. If anyone can help me I will award the person that assists me in setting up the tekkit server with Mod status and also ingame items.

PLEASE NOTE: this is once again a 24/7 dedicated server which is not on my computer so for those of you that are going to say just unzip the files and run the .bat and start it. THIS DOES NOT WORK FOR DEDI's. Also for those of you that will say oh just change your server host, the answers no I have the cheapest host around guaranteed and I won't change the hosting.
