I've currently been playing with add ons, and we have a few that aren't wanting to work for people who aren't op. a few of the ones i'm wanting for everyone to use that i already have are

check your plugins and let me know what permissions plugin you are using. Most likley it is Permissionsex or GroupManager
what ever clanforage has. Sorry I'm not entirely sure.
What permissions manager are you using?
